PREVIOUS STORY: A man wanted in for the sexual assault of a minor has been added to the Hamilton County Sheriff’s Office 12 Most Wanted List.
Jacky Wayne Bean Jr. has two warrants issued for his arrest for aggravated sexual battery and false imprisonment for an offense occurred on June 17, 2019 in the Soddy Daisy area, according to HSCO spokesman Matt Lea.
Bean is described by deputies as a white male, 5’6” in height, approximately 180 pounds, with red hair.
But Bean is familiar to several law enforcement agencies. Grundy County Sheriff Clint Shrum recognized Jacky Wayne Bean's name immediately when the Dunlap Police Department posted a Be On The Lookout for Bean on Wednesday.
Sheriff Shrum didn't hold back when using the department Facebook page to be on the lookout for the man he identifies as a -- "POS."
Shrum has since edited the post. He knows Bean from a previous incident.
"He was involved in an officer involved shooting here where a young lady was found dead," said Shrum. "He tried to kill one of my deputies and he was charged with that."
In 2017, Bean was charged with Attempted First Degree Murder, accused of trying to run over a Grundy County Deputy.
His charges were downgraded in exchange for information provided in another murder case.
"We asked the district attorney's office not to let that happen, that Jacky Bean was a violent man, a monster," said Shrum.
District Attorney Mike Taylor released the following statement to Channel 3:
"As far as the Bean case, he plead guilty to Felony Recless Endangerment and received a Six Year sentence. He had been in jail since December of 2017, and was given credit for that time served and was to serve the balance of his sentence on Probation. He did agree, as part of his Plea Agreement to testify for the State if needed in the Murder Case of State v Chandler. However the main reason that we had to settle the case was that the two primary witnesses which the State would have to call in the case against Bean were both Grundy County Sheriff’s Department Deputies. One of these potential witnesses is under Indictment for Voluntary Manslaughter growing out of his actions in the Bean case and would not testify. The other informed this Office that if he was subpoenaed for the Bean trial he would not testify under his 5th Amendment rights. Obviously with that situation the State could not proceed to trial and had to reach the Plea Agreement which was ultimately entered into."
Bean served a year in jail on a Felony Reckless Endangerment Charge.
"You can't make a deal with the devil and not expect to get burnt and that's exactly what happened," said Shrum. "They made a deal with the devil."
Currently, Bean has warrants out for his arrest in Hamilton County for alleged crimes against a minor.
"We obtained warrants against Jacky Wayne Bean Jr. for the following charges: Aggravated Sexual Battery and False Imprisonment," said Chief Deputy Austin Garrett.
Garrett with the Hamilton County Sheriff's Office said Bean's criminal past has nothing to do with the decision to add him to Hamilton County's Top 12 Most Wanted List. He was added due to the seriousness of the new charges.
"Well just the seriousness of the charges involving a minor," said Garrett. "It's an extremely sensitive issue and very sensitive to us."
Now authorities are asking for the public's help.
"He needs to be turned in before somebody else get's hurt including himself," said Shrum.
"We also encourage him if he hears this to turn himself in," said Garrett.
Shrum hopes that will happen.
"Unfortunately now there's an alleged other victim who's a minor who's going to be traumatized for the rest of their life because he was let out of jail," said Shrum.
Anyone having knowledge of Bean’s whereabouts is asked to call their local law enforcement agency or the Hamilton County Sheriff’s Office at 423-209-7000.
