Duo charged in Soddy-Daisy with aggravated child abuse after abandoning kids
Police say two people have been charged after four kids were found abandoned at a park in Soddy-Daisy.
Thursday around 5:00 pm, officers were called to Scramble Alley Park behind the police department and city hall.
According to police, a city hall worker was asked if he worked for the police department because a woman said she needed blankets for the children. The worker noticed the kids were not appropriately dressed to be outside with temperatures in the 30s.
An arrest affidavit explained a baby was not wearing a jacket, shoes or socks.
Police learned that Jessica Taylor dropped off the children with a family member who was told the kids' father, Ivan Taylor, would return to pick up the children in a few minutes, the affidavit continued.
The family member with the children said, "she had no money for food and did not have any food, milk or diapers." She also did not have any form of transportation, the affidavit said.
Officers said she told them that she was called from a blocked number and told different stories by the parents.
First responders purchased food, formula, clothing and diapers for the children because they were hungry and soiled.
The baby was "blood red and shaking."
Children's Services were called to assist.
Jessica Taylor and Ivan Taylor have been arrested and charged with four counts of aggravated child abuse or neglect.
