When is it safe to plant Summer flowers and vegetables?

The question for today is : When is it safe to plant Summer flowers and vegetables?

Each year is different.  But we looks to the averages for gardeners to go out and plant tomatoes, corn, cucumbers, greens beans and other green things! 

For our area in the valley the average last frost date is between April 1st and  the 10th.  Because of the different elevations the last average frost for the Cumberland plateau is  between April 21 and April 30.  For the area east of Cleveland TN it is also April 21 to April 30th.  For the Blue Ridge mountains or Smokies it is May 1 to May 10.  Cold weather vegetables like cabbages and spinach and some lettuce can be planted earlier. 

Remember these are just average dates.  Mother Nature can throw us a curveball every now and then.  I have seen snow in April around here in the past.
