The two men were seen at a home on Pinelawn Avenue in Brainerd just before 1 p.m. Hines was found shot to death inside the home.

Hines' mother told police the two men approached her in her front yard, asking for Hines. One of the men stayed with her in the front yard while the other one went inside the home, looking for Hines. The shooter demanded money before killing Hines.

Police say the victim was not involved in a gang, and they do not believe this violence was gang-related.

Chief of Police Fred Fletcher said it was not a random shooting and Hines' house was targeted.

"The people who did this are extremely dangerous, whether they encounter police, friends of the victim, or the general public," Fletcher said. "They've proven they will murder someone in cold blood in broad daylight in their home."
