Two promoted at Cleveland PD

Two members of the Cleveland Police Department have been promoted to new, high-profile roles in the troubled agency. 

CPB Chief of Police Mark Gibson promoted Stacy Smith to Captain of Operations and Robert Harbison to Captain of Professional Standards. 

“I am pleased to have been able to choose Captain Harbison and Captain Smith to be a part of a supervisory team with a common vision of restoring integrity and respect to a great department. There is no doubt that these two officers will work complementary of one another, leading the department in reaching our goals and investing in the careers of leaders that will ultimately guide this police department in the future,” Gibson said in a news release.

Smith began his career with the Cleveland Police Department in June of 1999, and served as a patrolman from 1999-2004 until he was promoted to the Criminal Investigations Division as a Property Crimes investigator. 

In 2006, Smith was transferred to the Special Investigations Unit (Drug Unit). Three years later, Smith left the drug unit to return to patrol where he supervised a patrol team. In 2012, Smith was promoted to Lieutenant and became a Shift Commander for FOX Team. Throughout his career, he has received numerous awards and commendations such as Team Work, Meritorious Service, Officer of the Month, and the Chief’s Achievement Award. 

Due to Smith’s various positions within the department, he has become highly trained and has attended many specialized training schools.  

Smith is a native of Bradley County and a graduate of Bradley Central High School.  

Harbison, a 22-year law enforcement veteran, and UTC Criminal Justice major, began his career in law enforcement in 1993 where he worked as a deputy at the McMinn Co. Sheriff’s Department. 

In September of 1994, Harbison was hired by the Cleveland Police Department. 

During his time at the CPD, Captain Harbison worked on patrol and was promoted to the Criminal Investigations Division where he has investigated both property and people crimes. 

In 2008, Harbison was promoted to Lieutenant and supervised CID.
