Public works employee charged with assault while on duty

A Chattanooga public works employee is facing charges for allegedly assaulting a man while on duty.

Arthur Sands, 60, is charged with assault in connection with an incident on April 16.

According to court documents, police responded to 4827 Bellbrook Drive and found a man with a bloody nose, swollen face and ripped shirt. 

The victim told police Sands was blocking the road with his truck and the two began to argue. That's when the victim says Sands got out of the truck, drug him out of his vehicle and struck him several times in the face. Sands told police the man spit at him and admitted to assaulting him.

“I can confirm that Mr. Sands is on unpaid leave from the city,” said Lacie Stone, Communications Director for the City of Chattanooga, in an email to Channel 3.

"The city is taking appropriate steps to address the situation," added Stone. 

Sands is due in court on the assault charge on May 6.
