Repeats sex offender arrested for violation of online rules

Marvin Eugene Cummins, 42, was arrested Wednesday night in Chattanooga for violation of the sex offender registry.

According to court documents, Cummins is a registered sex offender as a result of two prior convictions for rape charges.

One conviction was in 1993 and the second in 2001.

On February 26, 2015 probation officer was notified by an employee at the Morgan County Correctional Complex that Cummins was using Facebook to contact an employee there.

He was using a false screen name of Jessie Foster, who is actually Cummins' current roommate. Cummins allegedly identified himself in messages to the Morgan County Correctional Complex employee.

Cummins admitted to police that he used his roommate's computer and Facebook account. The roommate told investigators that he does not use Facebook.

Tennessee code states that sexual offenders and violent sexual offenders must notify a “designated law enforcement agency” when they change a name or identity information for online communication, covering email, chat or other “Internet communication” inside or outside the state.
