(NBC News) - Vice President Joe Biden tells TODAY's Matt Lauer he's confident he could "do a good job" in the role of president.

"But that's not the focus now. My focus now is keeping this recovery moving," Biden explained. "I have plenty of time to make that decision between now and the summer and I will make the decision in that time frame."

Biden spoke the morning after President Obama's State of the Union address, which included a much-discussed line the president threw in after he called for bipartisanship in the new Congress.

When Obama noted "I have no more campaigns to run,” several Republicans could be seen and heard applauding, before Obama retorted: “I know because I won both of them.”

Biden said he saw nothing unusual about the moment.

“I've sat through a lot of State of the Unions with eight different presidents and similar things have occurred,” he said. “I just think it's the nature of a body of 535 people. There's always something like that that comes up. I don't think it represents any institutional disrespect for the president.”

Biden also defended the administration's push for a plan to give the middle class tax cuts that would be paid for with tax hikes on the wealthy. He said the proposed tax increases would not have a deep impact on people it targeted.

“It's a unique set of basically trust fund babies,” he said. “Nobody thinks there's any productive value to that. No one thinks it's going to damage the wealth or the capability of people who have that kind of money.”

The vice president also addressed a recent shooting that occurred outside of his home in Delaware, suggesting it may have been a random incident because of similar shots fired down the road.

“I feel completely safe being there,” he said. “I'm not worried about it. I think the security of my home is fine.”
