(WBIR) - A Nashville grand jury recommended indictments for Lieutenant Governor Ron Ramsey and Speaker of the House Beth Harwell.

The grand jury says the pair manipulated the rules when it comes to judges. The case is that Ramsey and Harwell are ignoring the law when appointing members of the state's judicial performance evaluation commission, which decides how well judges are doing their jobs.

The commission is supposed to mirror the state's racial and gender make-up, but it does not. It's currently made up of seven white men, one white woman and one African American woman.

Ramsey called the action a political stunt.

"It's a political action taken by a political activist John J Hooker, trying to achieve headlines. Let's be honest he got the headlines; this is a political action and I want to emphasize over and over and over that Beth Harwell and I broke no laws, period, end of statement," he said.

Ramsey and Harwell do not face charges at this point. The jury only recommended it for the district attorney to consider.
