The man accused of throwing a child out of his car has been in trouble with the law before.

Police said Joseph Skinner unstrapped a car seat and threw it outside while the child was still sitting in it.

Skinner was allegedly involved in a fight with the child's parents and told police he wanted the family out of the car.

The child was taken to Summit Medical Center with back injuries.

Skinner was arrested on felony child endangerment charges.

Last year, Skinner was charged with DUI with his 2-year-old child in the car.

Police arrested him outside Tusculum Elementary School. He admitted to taking prescription pills before dropping his child off at school.

Police said Skinner could hardly stand up when he was arrested.
