Chattanooga residents are upset about millions of dollars going to an out-of-state billing company.

Currently, the city is under a 4-year contract with a California company called Enco Utility Service.  The company handles Chattanooga's sewer bills.  The contract was signed by the city's previous administration in January 2013.

According to our partners at the Times Free Press, city officials are seeking to break ties with Enco. They say the city is looking to buy its own software to handle sewer billing itself.
