CHATTANOOGA, TN (WRCB) -

Chattanooga city council passes the "Benefits and Equality" ordinance with a 5 to 3 vote Tuesday night.

The ordinance would allow domestic partners of city employees to receive health and life insurance benefits. The term domestic partners refers to unmarried couples, of the same or opposite sex who live together, and are in a committed non-platonic relationship. They also have to show proof that they share living expenses.

The cost to taxpayers is estimated 168-thousand dollars.

Two weeks ago, there was a public forum held that gave the public a chance to voice their opinions. Some argued it's a religious issue, others a financial issue, others say it comes down to a civil rights issue.
