UPDATE: Woman charged with 4th DUI after hitting wheelchair-bound man

A woman is facing multiple charges after police say she hit a disabled East Ridge man late Tuesday morning.

52-year-old Lisa Haddock of Rossville is charged with DUI and driving without a license or insurance.

According to East Ridge Cpl. Robert Wade, this is Haddock's fourth DUI.

Police say she hit 66-year-old John McNeel on McBrien Road and Spriggs Street Tuesday. The spot of the accident is within a mile of Haddock's home.

McNeel was taken to the hospital and X-rayed but was released. He said he's sore and bruised and part of his wheel chair is broken.

McNeel said McBrien Road needs to be more accessible for folks with wheelchairs and hopes the city will look into lowering the speed limit and adding a sidewalk.


In a 2007 interview with Channel-3, McNeel said he was scared for his life crossing McBrien Road.

Not much has changed in six years.

"I feel like I'm a bulls eye in the center of a target," he said.

What happened Tuesday morning is what he's always feared. Police say a drunk driver hit the 66-year-old disabled veteran a few blocks from his home

"She must've seen the stop sign cause she wasn't going fast," he said. "She shouldn't have been driving."

McNeel said the driver was only going about 5 mph when he said she ran a stop sign but it was enough to break parts of his wheelchair and leave him in pain.

And now McNeel said it's time for the City of East Ridge to slow the speed limit on McBrien Road from 30 to 20, add some speed bumps, and a sidewalk on the two lane road.

"I don't know what we can do to protect ourselves," he said. "How can I be more careful? I'm riding with the traffic coming to me. They've got the signs posted."
