RHEA COUNTY, TN (WRCB) -- The man at the center of an animal cruelty case is banned from the Rhea County shelter for life.

Richard Orlowske was charged with animal neglect and abuse after authorities discovered nearly 40 dogs in filthy living conditions in his home.

Twenty-one dogs were removed from the home, 19 others were taken from outside pins. Several showed signs of parvo, mange and malnutrition.

The former shelter volunteer pleaded no contest to one count.

Orlowske told channel 3 his arrest was all part of a set up.

Several people voiced their support of Orlowske, but detectives say he deserves to be charged.
