CHATTANOOGA, TN (WRCB) - A Chattanooga man was killed when a car hit him while riding his moped in St. Elmo Friday. A Dade County woman was arrested after allegedly fleeing the scene.

53-year-old Betty Mundy's official charge is "leaving the scene of an accident with injuries or death." 56-year-old David Bruce was pronounced dead on the scene. Witnesses reported seeing a white SUV hit the man, then keep driving.

It happened just after 4:30 p.m. Friday on St. Elmo Avenue near W 44th street. Chattanooga Police say David Bruce was riding north on his moped when a vehicle hit from behind-- killing him. Then, say the driver took off.

"I just think that's about the worst thing a person could do is hit somebody and not stop to lend assistance or to find out how bad they're hurt," Mundy's neighbor Carolyn Gass said.

Trenton resident Carolyn Gass was shocked to hear police arrested her neighbor, Betty Mundy, after police say she crashed again a few blocks away.

"It's just senseless and there's really no excuse for it," Gass said.

Gass has seen that kind of devastation up close before. She was the first on the scene of a fatal hit and run a few years back.

"Anytime I hear about a hit and run now, it really bothers me," Gass said.

Mundy bonded out of jail, but neighbors haven't seen her and no one answered her door Sunday. CPD says its not releasing the incident report until Monday, however our media partners at the Times Free Press obtained a copy that said her SUV's windshield was smashed and had hair embedded in it that matched the victim's.

"If they've got enough proof on her to say that she done it, I think she ought to serve time for it," Mundy's neighbor Benny Gass said.

The Chattanooga Times Free Press also says the report shows Mundy's speech was slurred and she had trouble standing, that police found several prescription pills in her car, and that she admitted to taking some before the crashes.

"She's liable in my opinion. She should have never gotten in the car if she was taking something," Carolyn Gass said.

Channel 3 spoke to other neighbors off camera who said they've seen Mundy driving recklessly before.

Chattanooga Police say the investigation is on-going and more charges could come. We'll keep you updated on any developments.
