CHATTANOOGA (AP) - Hamilton County Sheriff Jim Hammond said in a memo that the department's policy on use of force needs to be tightened up.

The memo is part of an internal affairs report obtained by the Chattanooga Times Free Press. It discussed a Sept. 18 incident where two corrections deputies did not follow procedure with an intoxicated inmate.

Fifty-five-year-old Stephen Minney was being moved from the booking area to a holding cell when officer Andrew Standifer put his knee into the inmate's back. Standifer and officer Daniel Harden then took the man to the floor. Minney suffered a cut on his head.

In interviews with investigators, both officers said they were unaware of any procedures for moving disruptive inmates.

Both officers and their supervisor were suspended for one day.
