UPDATE: Children okay after shooting outside rec center

CHATTANOOGA (WRCB)-- Chattanooga Police are investigating a shooting that occurred at approximately 3:30 PM at 2409 Dodson Avenue in the parking lot of the East Chattanooga Recreation Center. 

According to the lead investigator, the victim, Cordell Oden, age 21, was in the parking lot getting ready to leave when he saw the suspect, Terrance Smith, age 19, with whom he had recent disagreement. 

Oden attempted to leave when Smith shot him with a small caliber handgun.  Oden was grazed in the arm.  The suspect fled the scene on foot, after firing another shot at Oden and missing.

Oden left the scene in his vehicle. Officers were able to locate Oden in his vehicle at 800 Palmetto Street.  EMS responded and treated him for a non-life threatening gunshot wound.  Oden was later taken to Parkridge Hospital in a privately owned vehicle. 

According to representatives with Parks and Recreation, all 30 children attending the Kids Camp Summer Program at the East Chattanooga Recreation Center were inside the center for afternoon snack.  

No participants or employees were outside at the time of the incident.  The parties involved in the shooting are in no way related to the Recreation Center.  All parents of the participants have been contacted by Center employees. 

Terrance Smith-Moore was, later, arrested after surrendering himself to Investigators with the Chattanooga Police Department Fugitive Division.  Smith was interviewed by Major Crimes investigators and then transported to the Hamilton County Jail where he was charged with attempted first degree murder, aggravated assault and reckless endangerment.
