In our legal segment this morning.. we tackle the ongoing controversy surrounding the huge hike in Chattanooga's water quality fees.

The city council's decision angered many business owners, but they now have more time to appeal.

City leaders decided to move the appeal deadline from March first to June first.

Last year, the city tripled the storm water fees, saying it needed the money to meet federal standards.

So what if anything can business owners do if they don't win their appeal? Attorney Gary Starnes was our guest.

 He says if business owners don't win their appeal, they can always take their case to the state or federal level.  According to Attorney Starnes he also says smaller hikes should have been considered as an option.
