NASHVILLE, Tenn. (AP) - Republican gubernatorial candidate Bill Gibbons says he would get rid of labor costs charged by state agencies for records requests.
Gibbons, who is district attorney for Shelby County, said the records policy is part of a 6-point platform to address what he called a "culture of secrecy" in state government.
Currently records custodians can charge for time spent searching for records as well as for copies. Gibbons says he would only allow reasonable copying costs to be charged.
The other points in Gibbons' plan include requiring gubernatorial candidates to release complete financial information; strengthening disclosure requirements for public officials; continuing public budget hearings; re-establishing regional field offices of the governor's office; and ensuring more comprehensive record-keeping on legislative votes.
